Garrett Kelton is a TK (telekinetic) and Psyke Runner in Lincoln City.
He has the ability to move and apply physical force to objects with only his mind.
Biography[]
Early Life[]
Garrett was taken in by Sutcliffe “like a stray” sometime during his youth. His father and grandfather contributed to the construction of Lincoln City, and he believes the city brought in machines to drive the Powered people out.
Code 8 (2019)[]
Garrett Kelton, a TK and underling of Marcus Sutcliffe, approaches a group of labourers in search of a Class 2 or above Electric to join him and his crew for a job. He recruits Connor Reed, who agrees to the offer, despite a warning of the crew’s criminal ties from his friend. The job turns out to be a robbery involving chemical theft, where Connor displays his considerable power, alongside Freddie, a mute Brawn, and Maddy, a Pyro.
He brings Connor to the nightclub hideout, where he’s introduced to an intrigued Sutcliffe and his assumed girlfriend, Nia. Recognizing Connor’s untapped potential, Garrett offers to both help Connor get enough money to pay for Mary Reed’s treatment and train him to properly utilize his power. While teaching Connor to remotely surge his electricity, Garrett determines that he is a high-level Class 5 Electric. Following the training, Sutcliffe sends Garrett’s crew to stage a bank robbery. Upon opening the vault, it’s revealed to contain only a fraction of the $500,000 they expected. After police are dispatched to their location, Connor successfully uses his Remote Surge to disable the drones, allowing the crew to escape, and earning more of their trust.
After Connor refuses to reveal information on Garrett and Sutcliffe, he is released and returns to Garrett with a plan to raid the police van transporting a month’s worth of confiscated psyke. They determine that this job will earn them roughly $10 million—enough to pay Sutcliffe’s debt. Garrett and Connor bring the idea to Sutcliffe, who shows interest. Garrett, assuming he will become a partner in running the psyke trade, demands a 50/50 split of the money. Sutcliffe reluctantly agrees to the conditions. The crew devises a plan to stage the heist in a no-fly zone downtown, offering Connor a secure area to use his power to short out the Guardians aboard the transport van.
On the day of the heist, the crew manages to stop the van and retrieve the psyke without using violence. But upon handing over the psyke to Rhino, Sutcliffe’s men suddenly execute four police officers. They turn their attack on Garrett’s crew, killing Maddy and fatally wounding Freddie. Rhino flees with the drugs, while the remaining men are killed by Guardians. In the aftermath, Connor tells Garrett that his greedy demands are to blame for Sutcliffe’s betrayal, and they part ways.
After Connor meets with Detective Alex Park and offers up Sutcliffe's base location, the police to raid the supposed hideout. Meanwhile, Connor and Garrett fight and kill both Rhino and Sutcliffe as they attempt to flee. Garrett retrieves the remaining psyke and Connor pleads with Nia to heal his mother before she leaves. Nia reveals that her Healer abilities require her to absorb the injury or disease onto herself, and she’ll be at risk of dying. With Garrett’s encouragement to take what he came for, Connor forces a distressed Nia to the hospital at gunpoint in a final act of desperation.
Following the raid on Sutcliffe’s hideout, Garrett hands over the psyke to Wesley Cumbo, settling the debt and assuming control of the drug trade for The Trust in Lincoln City.
Code 8: Part II[]
Since the events of Code 8 (2019), Garrett has been controlling the psyke trade alongside the LCPD. Though he knows this collaboration is dangerous, he believes it to be necessary so as to create order amongst the chaos and keep his community protected. He’s even funnelling profits from the trade back into the community via the youth center where Connor works. Still owing Connor for his sacrifice, Garrett is willing to help Connor protect Pavani ‘Pav’ Gilani, though this protection wanes thin as it begins to threaten his business. With no choice but to work with Garrett, Connor and Pav realize the only way to expose Sergeant Kingston for his crime is by breaking into his home and stealing the Robotic K9 unit that holds evidence of Tarak Gilani’s murder in its memory.
After stealing the K9, the three are met with a series of close encounters and betrayals that lead them right into the hands of King and his fellow corrupt officers. Garrett attempts to blackmail King and change the terms of their deal, but is quickly immobilized by the officers. Surrounded, Connor and Pav fight together while being hunted by cops and robotic dogs. Pav saves Connor’s life when she realizes the full potential of her abilities - she can manipulate robotics and turn them back against the police. Pav manages to escape and broadcast evidence of King's corruption, achieving justice for her brother. Three months following the standoff at Monument Towers, Garrett appears to be imprisoned for unknown charges.

Telekinesis: As a Telekinetic or TK, Garrett possesses the ability to move or otherwise interact with objects (or to generate and apply physical force on a target, or potentially, an area) both from a distance and without physical contact. As a class 3 TK, Garrett has shown himself to be very strong.
- Levitation: He is able to make objects float and fly through the air. Notably, he is able to keep several lightbulbs carefully afloat with no real effort. He was also able to levitate a large piece of concrete with a certain amount of effort.
- Push/Pull Maneuver: He is strong enough to manipulate a human body, as seen when Garrett uses his power to pull Freddie out of harm’s way, and also to push Rhino away from reaching him during the police raid. Garrett was also able to keep a knife floating in mid air when King tried using his own powers to kill him, as well as forcing King to put a gun to his own head.
